An external read-API agent (which sees the ``X-Capability-Version`` echo header) diffs these
entries from its last-seen version to learn which endpoints/fields/semantics changed BEFORE it
acts on stale assumptions. Mirrors the MCP ``changelog://entherium`` resource — one source
(``app.discovery.CAPABILITY_CHANGELOG``), so the two surfaces cannot drift.
