List Board

The owner board — defects/incidents by default, or a vote-ranked suggestion
backlog with ``?kind=suggestion``. Team-readable (owner + team,
the defect section of the tasks board; agents still get 403.

**Авторизация:** нужен `Authorization: Bearer <token>`
