Capability changelog of the agent-facing READ surface (SPEC-106 Territory B, layer C).
An external read-API agent (which sees the X-Capability-Version echo header) diffs these
entries from its last-seen version to learn which endpoints/fields/semantics changed BEFORE it
acts on stale assumptions. Mirrors the MCP changelog://entherium resource — one source
(app.discovery.CAPABILITY_CHANGELOG), so the two surfaces cannot drift.
