GET /api/v1/tma/backups

DR backup freshness board for the Mini App (SPEC-072 §8.2).
Per artifact (pgBackRest WAL x2 boxes, logical dump, restic x2, Hugo snapshot):
newest GCS object age + tone, the owner’s #1 ask — “all backup statuses with
their update date”. Delegates to ops.build_backup_status (Redis-cached;
no DB session needed — the data is GCS object metadata).

Live ops snapshot for the Mini App — delegates to ops.build_overview.
SPEC-072 §2.3: identical payload to GET /api/v1/ops/overview (same builder,
not a copy), only the auth differs (owner initData vs JWT).
